Site Narrative:
The former Schilling Air Force Base Site is the former location of a military air base that operated at various times from 1942 to 1967 and was transferred to the City of Salina upon closure. The site now contains the Salina Municipal Airport, industrial and commercial businesses, vocational and college programs, and limited residential areas. Soils and groundwater at several locations at the site have been impacted from releases of volatile organic compounds (VOCs), semi-volatile organic compounds, and metals. The Salina Airport Authority (SAA), KDHE, US Environmental Protection Agency (EPA), and the US Army Corps of Engineers (USACE) have conducted numerous environmental investigations and some limited remedial actions at the Site since the mid-90's. USACE removed numerous underground storage tanks throughout the site and installed an air stripper at the Salina Tech school sump pump to remove VOCs from groundwater collecting in the sump.  
 
Throughout 2004 to circa 2008, investigations were performed by USACE with KDHE oversight. In 2004, the USACE and KDHE performed indoor air monitoring for TCE vapor intrusion at K-State Salina and Salina Vo-Tech which continued through March 2006. A Final Remedial Investigation (RI) and Baseline Risk Assessment for Operable Unit One (OU1) was completed in 2005. As part of the 2005 RI, Schilling AFB was broken into 3 Operable Units (Ous) based on level of contamination and highest potential health risk. OU 1 is the highest priority, followed by OU 2 and OU 3. Additional field activities for a RI Addendum and Feasibility Study was completed by USACE in 2007. Multiple contaminants have been detected in various environmental media at the Site, on-Base and off-Base, at levels in excess of their respective EPA maximum contaminant levels (MCLs) and KDHE Risk-based Standards for Kansas (RSKs). In 2012, the Salina Public Entities (City of Salina, SAA, USD 501 and Kansas State University) negotiated a settlement agreement with the USACE to take over the responsibility of completing the RI and Feasibility Study (FS) for the Site; including all three previously identified operable units. Subsequently, the Salina Public Entities entered into a Consent Agreement and Final Order with the KDHE to complete the RI/FS scope of work; i.e., characterize the full nature and extent of contamination followed by selection, design, and implementation of appropriate remedies.  
 
The RI field activities have concluded. Interim groundwater monitoring and vapor instrusion assessment are on-going during deveopment of the RI Report and subsequent FS.  
 
A supplemental RI took place in November 2017 to determine whether the emerging contaminants 1,4-dioxane and polyfluoroalkyl substances (PFAS) are present on the site. The results of the investigation showed that PFAS is present in groundwater at the site, generally co-located with the TCE plumes.  
 
Ther Final RI Report was approved in June 2018. The HHRA was approved in its entirety in April 2018. The revised Groundwater Model was approved in June 2018. A draft Feasibility Study was submitted in February 2018. The revised version was submitted in August 2018; additional revisions were requested in October 2018. The Final FS was approved in November 2018.  
 
The Draft CAD was made available for public comment from April 8 through May 8, 2019. A public availability session took place on May 1, 2019 from 6:00 - 9:00 pm in Salina.  
 
The Final CAD was issued on July 29, 2019.
