Site Narrative:
The Union Pacific Osawatomie site is a former locomotive refueling facility. The site is now owned by Thomas & Betts, however, the facility is now inactive. Investigations conducted by UPRR indicated petroleum product contamination in soil and ground water on the property. Groundwater at the site is of limited quantity and seems to occur only in a shallow zone of fill material.  
Voluntary Cleanup Investigation (VCI) activities have included several phases of soil and groundwater sampling. A storm sewer system is located onsite with several manholes and pits. Because sediment samples from inside the sewer indicated elevated contaminant concentrations and the system itself appears to be a conduit for contamination to potentially leave the site, the storm sewer system was jetted and decommissioned. Manhole covers were welded closed and dropboxes and pits were cemented.  
Groundwater at the site appears limited to the fill areas; however, yield tests conducted at two monitoring wells met the threshold for a potable aquifer. In addition, a "boggy" area was noted in one phase of investigation, which indicated a potential exposure risk. Surface water sampling of the creek running through the property was conducted. Contaminants were detected; however, given the proximity of a road, additional sampling may be necessary to determine if the impacts are the result of road run-off or the site discharge.  
The VCI Phase III report and post phase III surface water sampling reports were approved in 2013. KDHE requested a VC Proposal to address site contamination. A VC Proposal was submitted in September 2015. KDHE did not approve the VC Proposal as the only media addressed was soil. The Volntary Party provided a work plan (approved by KDHE) to monitor groundwater at the site on a quarterly schedule to evaluate trends at the site for one year. Following the quarterly monitoring for one year, the VC Proposal will be re-evaluated.  
2016 Annual GWMR approved. Focused soil investigation WP underway. VC Proposal to follow.  
GWM continued through 2017 and 2018. Monitoring wells MW-4 and MW-18 plugged (improperly screened during previous investigations) and replaced with MW-4R and MW-18R. An Environmental Use Control has been placed on the site and a VC Proposal was submitted in March 2019 and is currently under review.  
Semi annual GWM Reports for 2019 showed MRH below RSK in MW-8R, which marked three consecutive events with contaminant below RSK. If the spring 2020 event shows MRH below RSK, Terracon will submit a Voluntary Clenaup Report that demonstrates why the site should obtain an NFA.  
The VC Report was approved 9/1/2020.
