Site Narrative:
The Former Golden Rule Refinery Site is a former oil refinery that is located within the boundaries of the North Industrial Corridor (NIC) Site (C2-087-70150). The refinery operated on approximately 20 acres of land north of 29th Street North and east of Broadway Street from the early 1900's with operations believed to have ceased during the late 1930's. The former refinery was located on parcels of property since owned by Wichita Brass and Aluminum (south half) and Dolese Brothers Company (north half). The property owned by Wichita Brass and Aluminum was used as a solvent-reclamation facility between 1950 and 1973, reclaiming paints, lacquers, and thinners using spent solvents from nearby industries. These materials were stored onsite in 55-gallon drums on the west edge of the property. An estimated 1,300 drums of unprocessed paint and solvents stored onsite were removed from the facility under the direction of KDHE in 1981.  
In addition, several investigations conducted between the 1980's to 2001 on the property occupied by the former refinery by KDHE, the United States Environmental Protection Agency, United States Geological Survey, and the City of Wichita identified former oil sludge pits and petroleum hydrocarbon, metals, and polychlorinated biphenyl contamination at the property. The Former Golden Rule Refinery Site was designated in the City of Wichita's Remedial Investigation Report for the NIC Site as a confirmed source area. However, the sludge pits are capped. An Environmental Use Control Agreement (EUCA) is recommended to ensure that the caps remain in condition to prevent exposure to contaminants.
